Il ne s\u2019agit pas de l\u2019IA qui a \u00e9t\u00e9 officiellement d\u00e9cid\u00e9e et d\u00e9ploy\u00e9e, mais de celle que les \u00e9quipes utilisent de leur propre chef, sans cadre, sans autorisation et sans partage. C\u2019est ce que nous appelons l\u2019\u00ab IA fant\u00f4me \u00bb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le r\u00e9sultat est pr\u00e9visible : des exp\u00e9riences isol\u00e9es qui ne m\u00e8nent nulle part, des frustrations qui s'accumulent et le sentiment g\u00e9n\u00e9ral que \u00ab \u00e7a ne marche pas \u00bb. Dans ce cas, le probl\u00e8me ne vient pas de l'outil, mais de l'absence totale de structure autour de celui-ci.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deux obstacles reviennent r\u00e9guli\u00e8rement. Premi\u00e8rement, un manque de clart\u00e9 quant \u00e0 ce qui est autoris\u00e9 : quels outils, quels types de donn\u00e9es, quelles limites ? Deuxi\u00e8mement, une incertitude quant au soutien de l'organisation : les licences sont-elles prises en charge ? Dispose-t-on d'un temps allou\u00e9 pour l'exp\u00e9rimentation ? Sans r\u00e9ponses claires \u00e0 ces questions, il devient pratiquement impossible de faire part de ses retours d'exp\u00e9rience.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Et derri\u00e8re ces obstacles se cache un risque concret que de nombreuses organisations sous-estiment. En l'absence de gouvernance, d'information et de formation, les employ\u00e9s utilisent tout ce qu'ils trouvent. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Selon une \u00e9tude r\u00e9alis\u00e9e en 2025 par KPMG en collaboration avec l'universit\u00e9 de Melbourne et cit\u00e9e par Trends-Tendances (14 mai 2026) :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>73 % des employ\u00e9s qui utilisent l'IA au travail s'appuient sur des outils grand public tels que ChatGPT ou Gemini <\/li>\n\n\n\n<li>70 % d'entre eux y acc\u00e8dent via des versions gratuites d\u00e9pourvues de dispositif de s\u00e9curit\u00e9 adapt\u00e9 aux entreprises. <\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Seuls 2 employ\u00e9s sur 5 d\u00e9clarent que leur entreprise dispose d'une politique officielle r\u00e9gissant l'utilisation de l'IA g\u00e9n\u00e9rative. Des donn\u00e9es \u00e0 caract\u00e8re personnel, des informations commerciales et, parfois, des donn\u00e9es confidentielles relatives aux citoyens transitent par des outils qui stockent ces donn\u00e9es sur des serveurs situ\u00e9s hors de la juridiction europ\u00e9enne et \u00e9chappant \u00e0 tout contr\u00f4le organisationnel. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La loi sur l'IA ne fait que renforcer l'urgence de la situation : l'absence de cadre r\u00e9glementaire ne constitue plus seulement un risque organisationnel. Il s'agit d\u00e9sormais d'un v\u00e9ritable risque juridique.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Ce que cela implique concr\u00e8tement<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">L'introduction de l'IA au sein d'une organisation n'est pas un projet informatique. Il s'agit d'une transition et, comme toute transition, elle doit \u00eatre g\u00e9r\u00e9e \u00e0 trois niveaux : la vision, le cadre et la gouvernance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La vision passe avant tout. Elle doit \u00eatre valid\u00e9e collectivement, et non impos\u00e9e par la hi\u00e9rarchie. Vient ensuite un cadre juridique \u00e9volutif qui laisse place \u00e0 l\u2019exp\u00e9rimentation volontaire et organise la diffusion des enseignements tir\u00e9s. La r\u00e9sistance se transforme en curiosit\u00e9, et la curiosit\u00e9, avec un cadre adapt\u00e9, se transforme en capacit\u00e9.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Assurer la p\u00e9rennit\u00e9 des technologies de l'information<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019adoption de l\u2019IA au sein d\u2019un organisme public implique \u00e9galement de g\u00e9rer des aspects qui ne sont pas visibles d\u2019embl\u00e9e : la gestion des acc\u00e8s et des cl\u00e9s API, le suivi des co\u00fbts d\u2019utilisation, la coordination avec le service juridique et le d\u00e9l\u00e9gu\u00e9 \u00e0 la protection des donn\u00e9es. Ce sont l\u00e0 des \u00e9tapes que nous avons d\u00e9j\u00e0 franchies.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>L'IA reste un \u00e9l\u00e9ment parmi d'autres, et non une solution \u00e0 part enti\u00e8re<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Ce qui ressort de ces exp\u00e9riences, c\u2019est la conviction qu\u2019 5th floor , applique \u00e9galement ce principe dans ses propres activit\u00e9s : l\u2019IA ne remplace pas l\u2019expertise. Elle la renforce. Elle ne prend jamais de d\u00e9cisions \u00e0 la place des \u00e9quipes. L\u2019IA analyse l\u2019image et propose une d\u00e9cision accompagn\u00e9e d\u2019une explication claire.
